Venezuelan opposition leader Leopoldo Lopez says that the Office of Foreign Assets Control US Treasury has not issued the license required to access these facilities. Previously, assets amounting to $347 million were controlled by the opponent Juan Guaidowhom the American authorities have recognized as the legitimate president of Venezuela.
