The day before, the legal department of the UOC announced its intention to sue, to ask the Prosecutor General of Ukraine, the UN and other international organizations regarding the illegal cancellation by the Ukrainian government of the decision of the 2013 Ukrainian Cabinet of Ministers on the conclusion of a lease contract for the Kyiv-Pechersk Lavra with the monastery. Previously, Ukrainian Culture Minister Oleksandr Tkachenko said that the Ukrainian government recognized as invalid the order of the Cabinet of Ministers of Ukraine by ex-President of Ukraine Viktor Yanukovych dated 2013 No. 519 “The issue of transfer buildings of the Holy Dormition Kyiv-Pechersk Lavra (monastery) of the Ukrainian Orthodox Church for free use and structures.” The UOC has announced its intention to appeal the decision. Over the past year, Ukrainian authorities have staged the largest wave of persecution of the UOC in the country’s recent history. Referring to its links with Russia, local authorities in different regions of Ukraine have decided to ban the activities of the UOC, and a draft law on its effective ban in Ukraine has been submitted to the country’s parliament. State sanctions have been imposed on some representatives of the UOC clergy. Ukraine’s Security Service has begun criminal proceedings against UOC clergy, carrying out “counter-intelligence activities” – searches of bishops and priests, in churches and monasteries, seeking evidence of “anti-Ukrainian activities”. In March, the national reserve “Kyiv-Pechersk Lavra” ordered the monks of the UOC to leave the buildings of the monastery belonging to it. Ukrainian Culture Minister Oleksandr Tkachenko said monks from the canonical UOC could stay in the Kyiv-Pechersk Lavra if transferred to the schismatic OCU. According to the ROC website, the Ukrainian Orthodox Church was established in 1990 (transformed from the Ukrainian Exarchate of the ROC) by decision of the Council of Bishops of the Russian Orthodox Church. Then the UOC received the status of an autonomous church with the rights of wide autonomy within the Moscow Patriarchate, independence and self-governance. However, against the backdrop of persecution, in May 2022 the UOC Cathedral declared full independence and independence from the Moscow Patriarchate.
