The State Duma will adopt amendments that will not allow Russians to avoid receiving a call-up to the army. Here’s what will happen if they are approved

On April 11, the State Duma will consider in the second and third readings (RTF), which legalize the distribution of subpoenas to the military in electronic form, through a personal account on state services. Here’s what will happen if they are accepted – we tell you point by point.

  • Invitations will continue to be distributed in paper form. They will either be delivered by hand against signature (including at work), or sent by registered mail to your home.
  • Notices sent by registered mail will be deemed delivered on the day of delivery (delivery) of the registered letter. How said on the website of the Russian Post, on the territory of the Russian Federation, a registered letter is delivered to the recipient against signature in person or to the recipient’s representative by proxy.
  • Paper agendas will be duplicated in electronic form – as a notification to State Services.
  • The electronic summons will be deemed delivered as soon as it is deposited in the personal account of the person liable for military service with the State Services.
  • If the conscript has not received a paper summons and has deleted his account with the State Services so as not to receive a dematerialized one, the summons will still be considered delivered – seven days after being entered in a special register of convocations (now they do not exist, its creation is provided for by endorsements; access to the register can be received at the MFC or through the “Gosuslugi”).
  • After serving the summons, the person liable to military service will be prohibited from leaving the territory. The restriction will take effect from the day the summons is considered delivered and will remain in effect until the conscript reports to the Military Registration and Enlistment Office.
  • After serving the summons, the person liable for military service must report to the military registration and enlistment office on the scheduled day. Those who do not arrive in time will be banned in 20 days – they will not be able to become individual entrepreneurs, register real estate, drive a car or take out loans.
  • Regional authorities may impose other restrictions, including the refusal to issue payments, benefits and support measures. All such measures are canceled within one day of appearing at the Military Registration and Enlistment Office.
  • The new rules for obtaining summonses to appear at the military registration and enlistment office will affect not only conscripts, but also all persons liable for military service, said Andrey Kartapolov, Chairman of the State Duma Defense Committee.
  • The changes will come into effect after their official publication. Before that, they must be adopted by the State Duma, approved by the Federation Council and signed by the President.
