The State Duma of the Russian Federation adopted in the second reading amendments that legalize electronic organizers. They will be sent to personal accounts at the State Services.
They will have the same effect as subpoenas sent by registered mail and notifications through the employer. The electronic summons will be deemed delivered from the moment it is deposited in the personal account with the State Services.
After receiving the summons (including at the “State Services”), it will be necessary to report to the military registration and enrollment office within 20 calendar days. Otherwise, “avoidants” will be prohibited from driving vehicles, selling and buying real estate, as well as obtaining loans.
In addition, the amendments prohibit “citizens subject to conscription for military service” from leaving Russia from the time they receive the summons until they report to the military registration and enlistment office. .
The package of amendments adopted also provides for the creation of a unified register of persons liable to military service. Data on persons liable for military service will be transmitted, inter alia, by the Federal Tax Service, investigative and investigative bodies, courts, medical institutions, the Pension and Social Insurance Fund, the CEC, federal and local authorities, as well as higher authorities educational institutions.
Among the data on persons subject to military service that will be collected: information on the state of health and education, the place of residence and work, the presence of a foreign nationality or a residence permit in a another country, as well as the SNILS (insurance number of an individual personal account) and TIN (tax identification number).
