The document was approved at a trilateral meeting of the EU, Serbia and Kosovo in Ohrid in North Macedonia. At the same time, its text stresses that investment payments will only take place Brussels does not determine that all provisions of the Agreement have been fully implemented.
The text also emphasizes that all provisions of the agreement “shall be implemented independently of each other” and both parties “agreed not to block the implementation of any of them”. The document only mentions the actual timeframe within which Kosovo should immediately “start the negotiation process” on the establishment of the Community of Serbian Municipalities (CSM) – an autonomous body of Serbs living in the unrecognized republic, which the parties have agreed to support. in 2013.
