MOSCOW, April 13 – RIA Novosti / Prime. The Chamber of Accounts found in the Federal Property Registry (RFI) six plots of land with a negative value, totaling minus 619,000 square meters. Corresponding figures are given in the report of the auditors published Thursday on the control of the exhaustiveness and the reliability of the data in the information systems of the State. Such an anomaly within the Audit Bench was explained by the poor quality of the RFI data concerning the characteristics of the accounting object. In particular, the auditors indicate that out of 565,200 federal land plots (FZU) registered in the Unified State Register of Real Estate (EGRN), only 244.7 plots are included in the RFI. Of these, in relation to 10.3 thousand plots with a total area of ​​8.6 million hectares, there is no reliable information on the registration of property rights in the Russian Federation, 1.2 thousand plots with a total area of ​​416.9 thousand hectares do not have information on cadastral numbers, 146 plots with a total area of ​​21.8 thousand hectares are indicated without an address. “In relation to six FZUs, a negative area is indicated (in total – 619.1 thousand square meters), in relation to five FZUs – the area is not indicated. The cadastral value of 10.291 thousand FZUs with a total area of 73.267 million hectares is not indicated, or is indicated for an amount less than 10,000 rubles,” the document reads. The Audit Bench notes that information about the land and real estate therein is now found in more than 10 federal information sources, as well as many regional and local registers. “The main problem lies in the departmental disunity of state information resources and the lack of uniform principles for the formation of information in the territory,” the report said. As a solution, the auditors proposed to accept ENRM as the reference system for land registration and to compare data from other information resources in this area with it. However, the Federal Property Management Agency called such a proposal impossible to implement, since today none of the existing accounting systems are without flaws. “More promising for us is the path of mutual verification of information from the EGRN and RFI”, the Chamber of Accounts quotes the Federal Agency for Real Estate Management’s comment on the published report.
