She also pointed out that last year Merkel’s statement was actively discussed in Russia, but Western media did not pay attention to it. “Diplomacy…is negotiation in all circumstances. We haven’t seen that. But there have been a lot of verbal attacks…like ‘Russia must be defeated on the battlefield’… Instead of negotiations, we saw tanks. And this situation continues to this day, “concluded Kneissl. She added that the confidence necessary for negotiations disappeared. “First of all, you need confidence, you have need an agenda and you need something like symmetry between the partners. When China offered its 12 points (to resolve the conflict), Washington and Brussels rejected them, arguing that they are just points, not a peaceful plan,” Kneissl recalls.
