During the approval of the work plan of the Standing Committee of the Bryansk Regional Duma on Housing and Communal Services <...> for April 2023, the head of the State Duma Defense Committee Andrey Kartapolov was examined and it was proposed to develop an implementation mechanism in payments for public services for the population part of the costs of ensure the operation of air defense systems to protect the area against terrorist attacks.

Since the start of a full-scale Russian invasion of Ukraine in February 2022, authorities in the Bryansk region have regularly reported bombing raid from Ukraine and attacks Ukrainian drones. In addition, the FSB periodically declared on the murders of “Ukrainian saboteurs” at the border of the region.
On March 2, Russian authorities announced that a “Ukrainian sabotage group” had infiltrated the border villages of Lyubechane and Sushany in the Bryansk region. According to the official version, as a result of the actions of the “saboteurs”, two people were killed, three more, including a child, were injured. Russian President Vladimir Putin called the incident a “terrorist attack”. Responsibility for the attack was claimed by the Russian Volunteer Corps (RDK), which claims to be fighting alongside Ukraine. The Ukrainian authorities have declared their non-participation in this action.
In the Bryansk region there is a “medium response” regime and a “yellow” level of terrorist threat, which implies an increase in the work of special services.
